Quitclaim deeds convey whatever interest the grantor holds without making warranties. Mortgages and deeds of trust secure real property as collateral for loans. Recording fees are $15.00 for the first page and $5.00 for each additional page. The state deed recording fee from the South Carolina Department of Revenue is $1.85 per $500 of the property's stated value. This fee applies to deeds that transfer ownership. The Register of Deeds collects and remits the state portion monthly through the MyDORWAY electronic filing system. Under Section 30-5-90, the Register of Deeds must record documents within 30 days of receiving them.

Anderson County Property Assessment and ATI

The Anderson County Assessor conducts a countywide reassessment every five years, as required by Title 12, Chapter 37 of the South Carolina Code. During the reassessment, every parcel in the county is reappraised to its current fair market value as of December 31st of the year before implementation. The reassessment ensures that property taxes are distributed equitably across all property owners.

South Carolina's Act 388 of 2006 established two key protections. First, a property's taxable value cannot increase by more than 15% between reassessment cycles unless an Assessable Transfer of Interest (ATI) occurs. Second, when a property is sold or transferred in a qualifying transaction after December 31, 2006, it is reassessed at full market value for the following tax year. This ATI valuation overrides the 15% cap for the year following the transfer.

Assessment ratios set by state law are 4% for owner-occupied residential homes, 4% for qualifying agricultural land, and 6% for commercial, rental, and other non-primary-residence property. The Assessor's Office is the first stop for questions about a property's current assessed value or the basis for any change in classification.
